If Longf is describing an American - Charleston - view of a British warship and some hostility or other ... ******** oar rhymes with shore and so on down the list of "couplets" are they ? So top one is out. ******* "moon rose over the bay" -> eerie imagery. So last one is a poss. ****** Sarcasm maybe at the apparent "plight" of HMS The Somerset could be playful. Possibly further sarcasm at "its own refelection" ie "up yours", possibly. ***** I'd go for one of the bottom two based on the stanza and the way the q is phrased. And the "muffled oar" suggesting a secret mission ... Maybe to attack HMS Somerset ? ******** I wonder if L has written this in iambic pentameter. It does seem to be the "catch all" poetic rhythm/metre.

A possible flight of fancy ... which may be what poetry and art is anyway ? L could be describing a naval commando raid on HMS Somerset where the commandoes have had a "tot of naval rum" before disembarking from their mother ship. It's a guess 'cos I don't know of any hostilities US to UK in my "knowledge" of history which would match this. But then, I don't know during which years L was writing.
