By definition, signal phrases (basically) are used to introduce a quotation (or a summary) from some source. I will let you know that signal phrases can be worded differently. (In fact, if you use the same wording for every signal phrase you might end up getting at most a C on your paper. They can be used to quote any source, not necessarily a scholarly source. You may use it to quote your neighbor who doesn't (necessarily) know anything about the topic discussed. Also, certainly signal phrases are not destined to be the "in-text works cited" for the quotation cited.
