Well, depends. It shows that people are accepting of certain law breakers. Usually they don't mind them.

They are constitutional because no one should be able to smear the US government. Free speech can only go so far. Hate speech and speech like that should be taken into consideration about legal or non legal.

Talking crap about the government is ok, but trying to block them from doing their job or attempting to smear them is a different story.,
