If those are the people, then I would want to say irony, as Fortunato does not die from a cough (as he somewhat foreshadows), but by starvation (from being walled into a niche). Montresor is the one who built the wall.
Humor is an enticing answer, since it is a literary device intended to make the reader laugh. One might laugh if they knew how Fortunato would die, and see the irony in his statement.
Well he's like, "I shall not die of a cough" that's funny.
I would say that's subjective (depending on the reader). The humor isn't clear unless you know about how he dies. The statement in itself is foreshadowing, and that's what I would go with.

One of the primary reasons why authors use foreshadowing is to build "anticipation" of the events to come. "I shall not die of a cough" We sometimes joke of not dying of something in real life. You can take that literally and leave it at that. But, that statements leaves the question of, what will you die of?
It's that suggestion of "how is this character going to die?" When you start to see authors making slight suggestions about a character that seems like foreshadowing, you are probably right. They want to build up that suspense, and keep you on your toes, and thus, engaged with the book.
