I would say "air over the ocean". Global winds are formed from large scale convection currents, and the best place to get one would be the ocean, the largest form of water.
Oh... but aren't the convection currents formed because of the inconsistent heating of the earth? I mean if you think 'air over the ocean' is correct, I'll put that down, but I just want to like quadruple check XD
i suppose that could be the answer, as all wind is formed from uneven heat, BUT it is more of a domino effect deal. The heat makes the winds, the winds form the convection currents, the currents make the global winds, etc etc. I agree though, differences in heating seems a likely answer.
