The parent function \(\large\rm y=\frac{1}{x}\) has vertical asymptote x=0 and horizontal asymptote y=0 In order to shift this vertical asymptote to -1, we need to subtract -1 from x,\[\large\rm y=\frac{1}{x-(-1)}\] In order to shift this horizontal asymptote up to 3, we need to subtract 3 from y,\[\large\rm y-3=\frac{1}{x-(-1)}\]
