It's multiple proportions, actually. Proust did not find the idea that the ratio would be whole to whole numbers. The question is asking a ratio of small whole numbers, so it is Dalton's Law of Multiple Proportions.

There is a thin difference between the 2. Dalton found out that there is a whole number ratio between the two, but Proust said it more has to do with the proportion and percentages. For instance, in the case of water, Proust only said water is 88.8% Oxygen and 11.2% hydrogen by mass (in grams), but Dalton said that water combines in a 2:1 molar ratio.
