Okay you have to do an equation to figure this one out. So you know F=Force and R=resistance so you're dividing the time witch is 12.0 m/s (miles per second) by the resistance of 400.0 N (Newtons). That's what I think you do.

Recall that P=Fv You aren't given Force here, but you are given mass and the ingredients for average rate of change for speed, which you could just consider as acceleration. Recall that F=ma. Now you can find force. You are also given resistance, so you would subtract 400.0 N from the Force you get, to find \(F_\text{net}\). Once you find \(F_\text{net}\), plug it into P=Fv, and you will find power.
