For my opinion no, because If you cut a orange open some of the liquid comes out.

Well we are talking about skinning the orange peels, not poking it so the juice comes out.

the mass will stay the same becuase even tho its taken apart each thing has its own mass but if you measured it as a whole you would have gotten on mass but when you put it back together the mass with be the same as it was before you took it apart

Yes I believe true, it is the same thing as an unpeeled orange, just that the peel is separated.
