Old question, but will respond so this can be closed. Please do not copy-paste my response. This is a little hard to explain, so bear with me. Although expository writing **is** fact-based, it is *not* just a dry list of objective facts. The author still has to make a main point or takeaway, and thus will include subjective opinions or ideas to support this. An author might also include a variety of different opinions on a subject in order to present a more balanced view. Additionally, authors cannot possbily include every single fact about a topic, so they have to make subjective decisions about what to include/exclude in order to make their point.
