Well let's look at each one. Congress makes the laws, not the police. Laws are passed by: "First, a representative sponsors a bill. ... If the bill passes by simple majority (218 of 435), the bill moves to the Senate. In the Senate, the bill is assigned to another committee and, if released, debated and voted on. Again, a simple majority (51 of 100) passes the bill." The first amendment gives you the right of free speech, meaning that any law passed that prohibits one from criticizing the government would be unconstitutional and would be removed They forbid and require certain actions: That is correct, due to the power distribution among the branches, no one branch can have too much power given by a law (I suck at laws and stuff so if I'm wrong please correct me)
