It can rule laws unconstitutional that violate rights protected in the Constitution. It can make decisions in cases that only some citizens must follow. So, we can eliminate option D because the Supreme Court isn't in charge of creating laws. Now we can also eliminate option C because anything ruled on by the Supreme Court is to be followed by all citizens of the US. Now from A and B, do you have a guess as to which you think is correct?

Yes! The Supreme Court doesn't take away the rights of citizens. Their job is to protect our rights and make sure Congress makes laws that do that. So, in order to do so, they rule laws unconstitutional that do not protect rights given in the Constitution (:
