Yes you have to simplify it to a y=mx+b equation because that will be your answer.

No you need to get the 3x cubed to a regular number so what would you need to do?
even if we do what your teacher told you to -2b/a we get -2*12/3 = -24/3 = -8 If I recall correctly, none of the answer choices you listed started with a -8
