To find out the dimensions of the model, just divide those numbers by 8 and that's going to be your dimensions for the model in inches!

For the second part of your question The height of the model is 30 inches The actual size of the tower (which the model is based off of) is 96 feet so we have a ratio of 30 inches : 96 feet can you find the scale from that? We want the scale to tell us 1 inch corresponds with how many feet so if you divide both numbers by 30, you'll get your answer :)
