I would say to begin with sentence C, because if you actually read through in the direct order they give you, then Option C makes the most grammatical sense.

They are options in the paragraph as a whole, so "Option C" is grammatically correct.

Ok, so to start out, think of which one of these would be a "topic sentence" Then find a sentence that is suppose to branch off of that sentence and give evidence towards it. After that figure out which sentence argues that evidence, and the last sentence should be ble to be looked at and labeled as a conclusion (ending) sentence.
