So on this question, I've got pretty much no idea

but thats a challenge for the community for sure
yeah, you should know that community based volunteers community events--> they don't have much money so volunteers are not paid which means, if they're not paid, the volunteers are going to come and go quite often
yea
when you're trying to change policy at the community level, you don't have that many resources to help you so it's going to be a lot of volunteer work even when changing policy at a larger scale, you're going to have a lot of grassroot movements and if you're not getting paid, you're not compelled to stay and help either you can leave whenever you get tired
