Why would a government enforce pro-natalist policies? A famine has hit the southern part of the country hard. Industrialization has curbed the country's soaring population. Pollution has caused a much higher crude death rate than crude birthrate. The birth-control policy has been more successful in urban than rural areas. The country needs more workers for its five-year industrial plan.
