The last wolf hurried toward me through the ruined city and I heard his baying echoes down the steep smashed warrens of Montgomery Street and past the ruby-crowned highrises left standing their lighted elevators useless

Well, it looks like my guess was off. One of the dictionary definitions I got was "a crowded tenement or district" or "a maze of passageways or small rooms" So, I guess "a crowded maze of houses" would be the best answer after all
