yes, it keeps all the branches of government from receiving too much power, and it assigns each branch a job, it's also the reason why there are three branches to begin with. It checks to make sure everyone has equal power

They through you off with the phrase "mostly" in the question, so pretty much they are saying find the best choice even if multiple are correct

well the congressmen need checks and balances, so no chamber has too much or too little power, and the power affects the rules and how people will treat them, and how they will be represented

checks and balances is more for how the different branches of government make sure that the other doesn't have too much power
well I would hold my congressman accountable by making sure they are not abusing powers or harming the citizens and I would give them certain rules they have to follow, like no going in the office until they turn a certain age or something like that

I probably wouldn't, at least for a while, because with him as a congressman, the people would be very unhappy once those issues actually start to greater affect the country
Exactly. And as such, he's being held accountable by you and your vote because when the collective people elected him to office, he said he would represent your interests in Congress
As an aside, I don't think senatorial rules would apply to congressmen as the House of Representatives is separate from the Senate
so I guess elections would be a better answer than checks and balances
