I don't think it's because they live in the state(although they do) I think it would be B they're equal to white people and should be counted as the i guess 'voters' wanted everyone to count for MORE representives in congress

C and D are wrong although slaves weren't as respected, it asked how a southern state would respond, so i would still say B

Actually Kat, I believe B would be incorrect here since the states counted slaves as 3/5 of a parson... and that technically doesn't make them equal to a white person

The only possible answer here would be A. And I agree, the south wanted the slaves to be counted so C and D are quickly eliminated.
