Well, I do think it has to do with slaves because back then most (maybe all) farmers were slaves, they did not get anything good in return either. But I think they would want to have a better population for more workers and more food, builders, etc and so I think your right with D because if you want people to come you need some sort of good population. I could be wrong tho.

You might be familiar with a piece of legislation known as the "3/5 compromise" which stated that slaves would count as 3/5 of a person for the purpose of population. This was to prevent the south from being overrepresented in Congress while still making sure their tax obligations would represent the number of people living in each region. Out of all the options, I think the option relating to counting slaves is the most relevant to the question
