According to Oxford Languages, a rhetorical question is "a question asked in order to create a dramatic effect or to make a point rather than to get an answer." So which one do u think it is?

C. Can a student earn a scholarship for playing a musical instrument well? This one is an actual question. Asking this, at least in most contexts, would mean you want a direct answer. D. How many students play musical instruments? This one is also an actual question. It's asking for a fact or statistic.

B. What could be a better way to make friends than to play in the school band? Correct! This is what a rhetorical question sounds and looks like. If it were not rhetorical, it would've been something like, "Do people make friends in the school band?" This one is trying to make a point that the school band indeed is a great way to make friends, no answer needed.
