The founders tried to determine which governmental activities were best done collectively by all the states and which were best left to be done individually by the states. For example, it would be bad for each state to have their own currency or even military, but a collective military and currency would be more efficient for obvious reason.

A central regime acquires unity and efficient decision-making, but exorbitant power can lead to neglect of local issues for obvious reasons. State autonomy can cater to diverse needs, but inconsistently erratic policies might arise as a consequence. A well-balanced distribution fosters cooperation, efficient governance, and responsive policies.
