Strawberry is the closest in accuracy to the reason why it’s the level it is.

In order to help control the number of images that could contain something they shouldn’t, and help the amount of spam of such images (as the images take up the width of the area, but the height changes based on its original size).

So in order to control that, the level was raised due to image spammers, and to promote activity within the site in order to gain further “perks” in a sense.

The reason posts allow images at Level 0 is quite obvious, but the other reasons may not be as obvious when it comes to things.
