If a^2+b^2=c^2, does b^2-c^2=a^2 ?

almost but not quite. b^2-c^2=-(a^2) You have to subtract the a^2 from both sides.
In my answer I was assuming that you were using c as the length of the hypotenuse (the longest side on a right triangle)
yeah, theres no picture so i kinda assumed that too, thanks(:
no it cannot be as the unsigned magnitude of c is greater then that of b from looking at first equation, so b^2 - c^2 will always be negative unless a was 0.
