because of the power of two, the expression can be written as (9-6x^9)*(9-6x^9).
Then multiply by FOIL (First Outer Inner Last) method:
(9*9)+(9*6x^9)+(6x^9*9)+[6*6*x^(9+9)] which can be further simplified to:
81+54x^9+54x^9+36x^18
81+108x^9+36x^18.

This question is testing your knowledge of the distributive property and of exponent rules. That ^2 outside the parentheses is asking you "what is the result of multiplying (9-6x^9) (9-6x^9) ?" As halcyon_m says, FOIL is the method you use to multiply the term by itself.
