Is this "emperical forumla" correct? C:H:N:O 67.31% : 6.98% : 4.62% : 21.10% 17:21:1:4 If so, why is hydrogen larger than carbon?

It's not unusual that there are more hydrogen. In fact, it's usually expected. Don't Let the mass percents confuse you because hydrogen has a much smaller mass than carbon.
