What gives infrared rays and microwaves etc. different characteristics?

OpenStudy (anonymous):

They have different wavelenght/frequency, which implies different energy. As a result, they interact differently with the energy levels of matter (the energy in microwave photons, for example, matches the spacing between rotational levels of molecules, UV-vis light the levels between electronic states in molecules etc.) leading to different phenomena.
