since hcl is a strong acid i think it will be acidic
It forms an acid but ^ is not the reason. NH4+ is a stronger acid than water (pKa ~9 vs. pKa ~16). So, the water will pick up a proton from the NH4+, creating H30+ molecules and making the solution acidic.
