How far does a point on the tip of a rotor blade travel when it makes one complete revolution?
When it makes one revolution, it will have traveled the circumference of the circle. The formula for the circumference of a circle is \[C=\pi d=2\pi r\] Where r is the radius of the circle.
I dnt understand how to solve this still
The picture shows you the radius (the center of the blades to the edge). Plug that value in as r in the formula. \[\pi\] is approximately 3.14. I'm not sure if your teacher want an exact (then don't do anything after plugging in the value) value or an approximate (use a caluclator to multiply the value times 3.14) value.

The formula I gave you. \[C=2\pi r\] C is the circumference...the distance *around* a circle. That is the distance the point of the blade will travel when it makes one revolution. Plug the radius they show you in the picture into that formula.
r in the forumla is the radius.
so I do c=2 the pie sign 18 ft

What you typed in the last post is exactly right. type the 2 x pi x 18 into the calculator and it will give you the answer
