According E=mc^2, in 35 ounces of water there is as much energy as about 10 million gallons of gas. Is research currently being conducted on how to use this energy?

Currently the easiest way to access this energy using radioisotopes of materials (uranium, plutonium) in nuclear fission but work is being done to develop nuclear fusion. Look up JET for more info on this.
researcg is beiing done of course, but the amount of energy is hard to contain all the energy and nealy impossible to convert all the mass. Nuclear fusion is the closest way to convert mass into energy and that has been done, yet it only last a few milliseconds.
