It looks like an official site, set up by the state of Pennsylvania, you could probably site the homepage URL, something along the lines of "From the history of PA recorded at legis.state.pa.us the official webpage of the PA legislature" Usually my teachers allow us to email links, as well as putting them on the printed source page of a paper, you could ask your teacher if this is acceptable.

Pennsylvania history. (n.d.). Retrieved from http://www.legis.state.pa.us/WU01/VC/visitor_info/pa_history/pa_history.htm This is what I'd do because it doesn't seem to have an author or date updated. And ("Pennsylvania history," ) for in text citations if you need them. I just plugged the URL and Title into CitationMachine.

Because it is History you should use Chicago Style. APA and MLA are often not acceptable.
