No, the horizon is the point at which you can no longer see anything because of the curvature of the earth. That's like a sunset or something I don't even think there's a term for that Dapplesauce.

*cough* that's an event horizon, which is the boundary at which you can no longer see anything because it's too close to a black hole. Within that boundary, the escape velocity is greater than or equal to the speed of light, so nothing can leave it. *cough*
