What year do you normally become fluent in Spanish?  Or do you have to travel abroad?

To become truly fluent, you have to experience how the language and culture interact. So, to answer your question, to become fluent, you have to live abroad. However, if you studied really hard with a native speaker for a couple of years, you could become very close to fluent. :)

Fluency is about flowing. As long as you can truly hold a conversation and the listener understands you and can respond, your fluent. We are all considered fluent in English but none of us are "masters." What I mean is that we don't know every word in English nor do Spanish natives know how to pronounce and understand every word in Spanish. We all have Merriam-Webster, Google, Google Translate, and Wikipedia for concepts and pronunciation tools for the things we don't understand.
