The reason why the answer is 2/6 is because you were asked what the probability was of getting a particular result on one particular die. Hence the result on the second dice is independent of the result on the first. You could roll any number on the first dice, and the probability of getting a 3 or 6 on the second dice is still 2/6. Now if you asked what the probability of getting a 1 on the first dice AND a 3 or 6 on the second then the answer would be 2/36 as you originally got.
