A straight line has the equation \[y=mx+c\] where \(m\) is the slope and \(c\) is the intercept. So in your case you have \[y=\frac{2}{3}x+c\]. To find what the value of \(c\) is, put in the values of a point on the line, that is (1,0). This means that when \(x=1\), \(y=0\), so you need to work out what value of \(c\) makes that happen.
