Well, looking at it, (4x-28) = 4(x-7) so we can get rid of x-7 in top and bottom to leave: 3(4x^2+6x-4) /4(x+2)(2x-1) and then if we factor the top brackets 3*2(x+2)(2x-1) / 4(x+2)(2x-1) we can cancel the 2x-1, the x+2 and a 2 to give 3/2 which is actually what infauzan has except he stopped simplifying too soon.
