mental capacity just depends on how we actually kindle our neurons....i mean how many thought circuits we make ...this hypothetical case might have a well nourished healthy brain..which could be above normal if TRAINED well...good question...

There use in the body(from external source) is limited to particular conditions and irrational use may cause dangerous effects. If we administer these drugs ,it will cause an immediate effect, later feed back mechanisms take control and the effect may not act long.
