Ah, now that takes thinking about.
To get a perpendicular slope, take the negative inverse of the given equation's slope. You are given a slope of 4, so the neg inv of that is -(1/4)
then you need to find the y-intercept. so \[y=\frac{-x}{4}+b\]plug in your known values to find b \[(-3)=\frac{(-2)}{4}+b\] then solve for b.
