Is this a calculus problem or just algebra? The approaches are different.

Consider that cosine is a value that varies between -1 and 1. You have a multiplier of 4 so that range now varies from -4 to 4. The point cycles around the -3 so the range is -7 to -1. The maximum value will be -1. As malevolence mentions you'd need more proof for a calculus answer, i.e. a derivative.
