What are some different way a bill can be blocked from becoming a law (besides a veto from the president)?
there is the "pocket veto" where a president doesn't sign a bill, or directly vetoes it, he lets it expire without action. Another way is for the courts to declare it unconstitutional.
The president can choose not to fund a law as well if I recall correctly which effectively stops a law from taking effect.
It can also be stop in congress. For a bill to become a law it has to go through Congress, both the house and the senate and pass legislation.. Then it goes to the pres. and he has the chance to veto it.. It it gets vetoed than it goes back through both the house and the senate for a second time.
There is also the filibuster, which can be used to block a bill from ever being voted on.
