Something which I have done if this does not work is to turn off the computer, and then restart and try to eject while the computer is starting up. Unfortunately, I have never come across a command in Ubuntu for this though I would be interested in hearing what worked for you if you would like to share.

from the cmd :~$ eject will eject it, odd are though that its being locked by some process. :~$ fuser /dev/<name of your cdrom, scd0 ...> that will give you the process # for the process that is currently accessing the drive, you then need to simply kill that process with "kill" or "kill -9" if its really stubborn.

click places go to your root folder open your dev folder find the name of the active dvd drive
