how to convert 156.808 degrees to degree-minute-second?
360 degree - 60 minutes - 60 seconds
the 156 is the degrees, so that part is just fine
.808 needs to convert to minutes so divide it by 60 and get the integer off it perhaps?

becasue that is not how they defined it many many years ago
a full circle is 360 degrees by convention
each degree is split into minutes of 60
but 1 hour=60 minutes and 1 degree=60 minutes?
there are no hours in degrees; so making up relations that dont exist is futile
if you can construct a new way to define degrees that is consistent and easier, by all means :)

well, based on math and geometry, 1 degree does not equal 1/60th of a circle
1 degree = 1/360th of a circle
trying to relate a clock face to how they interpret degree minute second is not going to work smoothly

the brits has a system where they divide the circle up into 400 degrees; and a right angle was considered to be 100 degrees
but trying to do the conversions was a hassle
so would you say our system sucks?
i would say that our system is conventional; but trying to redefine it would be more trouble than its worth in the long run

Btw, astronomers and navigators often use time as an angle. That's because the earth rotates a full circle in 24 hours = 360 degrees. Or 1 hour = 15 degrees. You might notice that a time zone is 15 degrees wide. Anyway, it can become very confusing when you mix minutes of arc with minutes of time.
