well, based on math and geometry, 1 degree does not equal 1/60th of a circle

the brits has a system where they divide the circle up into 400 degrees; and a right angle was considered to be 100 degrees

i would say that our system is conventional; but trying to redefine it would be more trouble than its worth in the long run

Btw, astronomers and navigators often use time as an angle. That's because the earth rotates a full circle in 24 hours = 360 degrees. Or 1 hour = 15 degrees. You might notice that a time zone is 15 degrees wide. Anyway, it can become very confusing when you mix minutes of arc with minutes of time.
