why do some people say the natural numbers are {0,1,2,3,...} and others say {1,2,3,...}

if one defines the natural numbers as {0,1,2,...} i wonder what that one defines the whole numbers to be

if one defines N to include 0 then there is no need to define whole nukbers to them :)
