Dealing with relativity: imagine a balloon expanding at a constant rate, ie no acceleration, but in all directions. While length contraction does not apply to non-moving axes typically, in this case what happens since an object is moving with a constant velocity outward in all directions, even if only one axis is parallel to us, the observer?

Lorentz contraction has to do with comparing lengths in 2 different reference frames - Here it looks to me like you have as many different reference frames as there are bits of the balloon. Can you exactify the question?
