Actually, .040 is not 3 sig figs, it is 2 significant digits. The 0 in front of 0 is a place holder, tells you which decimal place the number 4is at. The number in proper scientific notation is 4.0 x 10-2. ALso .00000056 is 2 significant figures for the same reason. the number is 5.6x10-7. So two sig figs in the actual number. Something like 640 or 15,000 is sort of ambiguous. Best to assume it has less sig figs than more. So best guess is 2 for 15,000. Unless you know that it is 1.5000 x 10^4.
