An ideal transformer is just one that is 100% efficient and so the voltages in the two windings have the same ratio as the number of turns in them. Transformers are in real life very efficient - frequently 98% efficient or more - and so this 100% approximation is quite widely used. Larger transformers tend to be more efficient than smaller ones.

Yes, the idea is that if the power input to the primary winding is the same as the power output from the secondary winding, the transformer is ideal.
