what are the steps to multiplying and dividing mixed fractions

Change each mixed number to an improper fraction. Multiply by the reciprocal of the divisor, simplifying if possible to divide. Or multiply across.
convert them into improper fractions, preferably. then if it's multiplication, multiply the numerators among themselves and the denominators among themselves if it's division, you invert the second fraction and continue as you would in multiplying. for example, 1/2 divided by 2/3 = 1/2 multiplied by 3/2 multiply numerators 3 denominators 4 answer 3/4
