High Thyroid Stimulating Hormone in a child could result in two major issues, each one dependent on the end effect of the excess TSH. If, the TSH causes an increased concentration of T3/T4, then the most obvious effect would be hyperthyroidism. This is extremely rare, accounting for ~1% of hyperthyroidism cases and is almost always a sign of a clinically active adenoma. Hyperthyroidism could cause low weight, difficult weight gain, excessive hunger, diplopia, Dalrymple sign, tremors, fatigue, excessive sweating, etc. High TSH low T3/T4 concentration would be indicative of cretinism, hypothyroidism, or Hashimoto's thyroiditis.

high tsh can mean hypothyroidism. congenital hypothyroidism (being born with it) is one of the most common preventable causes of mental retardation. there may not be a lot of effects initially during the early parts of childhood. but signs of it include : lethargy, slow movement, hoarse cry, feeding problems, constipation, macroglossia, umbilical hernia, large fontanels, hypotonia, dry skin, hypothermia, and prolonged jaundice
