For Muslims on the pilgrimage, when they get to the Great Mosque, Does the person still sing: I.E: to command them to start circling the Ka'bah??

Yep. He's called the 'muezzin' but he doesn't sing for them to start circling the Ka'bah. (actually, as far as i'm aware, no-one sings for pilgrims to circle the ka'bah- i may be mistaken, i dunno') It's a call to prayer; words such as 'hasten to success' 'come to prayer' 'god is great' are read out & then worshippers know that it's time to pray. (He usually stands in the minaret) I don't think ever in history did someone sing for pilgrims to start circling the Ka'bah, i believe you've been mistaken.
